Actually create the first end point in Bagpuss. If this is Django its setting up all the settings and manage boiler plate and all that. If its node, its setting up node modules etc. You get the idea. The person who takes this bug chooses the implementation.
* it should be running on stackato from the start, so let's do that hear
* don't forget to add docs, this should be really simple for partners to stand up and poke and prod.
