Implement the automatic badge for Army of Awesome contributors. The requirement to be awarded a badge is:

50 army of awesome tweets at any time in <current year>

This badge is per year. We'll start off with 2013. It would be great if it just works when the year switches to 2014, but I think we'll need to create the badge beforehand. Not really sure how the year part will work, but we'll figure it out in bug 916813.
After doing bug 916813, this *should* be easy peasy. 1pt
