 The time can't set 2:00 AM when the date is 03/10/2013 and Time zone is America/Los Angeles.
 
  REPRODUCING PROCEDURES:
 1.Settings->Date&Time->disable "Set automatically"->Set Time zone,Region to America,City to Los Angeles;
 2.Set Date to 03/10/2013->Set time to 2:00AM,tap "OK"->you will find it set to 3:00AM automatically--KO
 
  EXPECTED BEHAVIOUR:
 The is can set to 2:00 AM when the date is 03/10/2013.
