After flashing with the partner build I get a "Channel 200" prompt, best described by the screenshot.

SIM is O2 United Kingdom.

Using US_20120912_QC211.cfg
I'm also seeing this on my Hamachi, although for me the screen shows 'Channel 200' and a four block of four numbers. The attached screenshot does not reflect what I see. This is often affecting automated tests for me. SIM is also O2.

I'm running a firmware build from September 24th, and I notice the devices running our automation in MV are running firmware build from November 14th, so I probably need to update. Zac: have you seen this with later firmware builds?

The four digits will probably refer to your area code (ie for me/London it is '020')

I think you can turn it off using 'cell broadcast' in Settings.

I'll try on another partner build next week.

Yes.
I've marked WONTFIX as not really sure what caused or changed, nor would it be within our control to fix it anyway.

After getting annoyed by this and asking in #b2g it appears you can turn it off.

Settings > Messaging Settings > Cell Broadcast and touch the toggle

Thanks David, I traced this to the "ril.cellbroadcast.disabled" setting and added it to my testvars.json to prevent it coming back after flashing. It turns out this must already be known as we're already disabling it on our CI devices: https://github.com/mozilla/webqa-credentials/commit/38bb111c806f3e4c1398153a3c2037bbae2c3bc6
