The test for bug 356571 was disabled by http://hg.mozilla.org/mozilla-central/rev/7f7ba2b353ac but there doesn't appear to be a bug filed to fix and re-enable the test.
Bug 545584 may have been filed to fix this issue, although that bug points to bug 545583 which has been marked as fixed. This test remained disabled though.
I believe that it was disabled due to its use of the prompt service factory and not properly unregistering it.
