Implement an account configurator for POP3 as used by tryToCreateAccount.  Specifically, this should get us through account creation, but then any attempt to go further will fail horribly.  The Composite account stuff was intended to support things like this, but it will need some additional parameterization to actually work.  Since POP3 and IMAP are really all we expect to ever have here, we don't need to go nuts on the look-up tables, etc.

This will entail creating an additional build layer or 2 for installation into gaia for optimization purposes.
