We need to implement the UI for showing what we currently known about a partially downloaded message and provide the affordance to download the rest of it. Bug 916088 goes into some detail on this already, but there will probably be more decisions to make.
We're going to err on the side of simplicity in the first case, which mainly means just having a label that indicates the message is only partially downloaded, conveying how much more there is to download, providing an affordance to trigger the download, and maybe showing we're not totally sure about everything until the message is fully downloaded.

Landed support in bug 832924; I think it addresses partial-download UX but feel free to reopen if you were thinking something more involved.
