User Agent: Mozilla/5.0 (Windows NT 5.1; rv:24.0) Gecko/20100101 Firefox/24.0 SeaMonkey/2.21 (Beta/Release)
Build ID: 20130916112225

Steps to reproduce:

1. Create a new SeaMonkey profile (so that it would be clear that the problem is not connected to user preferences/installed add-ons).
2. Visit a site that uses the Web Storage, i.e. stores info locally (say, http://www.w3schools.com/html/tryit.asp?filename=tryhtml5_webstorage_local).
3. Open Data Manager.

Actual results:

The Storage tab for the site you visited is greyed out.

Expected results:

The Storage tab for the visited site should be accessible, showing the total amount of bytes stored.
Summary: Storage tabs are greyed out even for sites that store info locally → Storage tabs in Data Manager are greyed out even for sites that store info locally

At least I can confirm observation that for "w3schools.com" "Storage" TAB of Data Manager is greyed out with SeaMonkey en-US 2.39a1 Mozilla/5.0 (Windows NT 6.1; WOW64; rv:42.0 from official download area) Gecko/20100101 Firefox/42.0 Build 20150801224600 (Classic Theme) on German WIN7 64bit.

Same with SM 2.35 and 2.10

But currently I can't tell whether that might be a bug or not
