91841 - Going online from the editing window ignores unsent messages

Description

Build 2001072003 on Win98. Offline preference : "Ask me if I want to sent my
unsent messages".
1. While in off-line mode, create a new message and use "send it later".
2. Create another new message window and go on-line.

Expected results:
The first message (saved in Unsent folder) will be sent automatically.

Actual results:
The unsent message won't be sent. It needs to toggle twice (go off-line, then
on-line) to sent it automatically.

Extracted from bug 75434:
"This was occuring for me because I had a Local Mail
account instead of a Local Folders account.  We switched over on 1/6/2000, so
anyone with a profile after this shouldn't be experiencing this. Changing to
Local Folders made this work for me."

Checked today on Win2000, completely new installation (all \Mozilla and
$home\Application Data\Mozilla directories erased before installing). The bug is
still there: when you return to online mode in the middle of editing another new
message, while the previous one is in the Unsent folder, the latter isn't
automatically sent (no confirmation prompt, no crash). 
Vital note: to reproduce, you must toggle  the online/offlinbe icon of the
editing window for the 2nd message and *NOT* that one of the 3-pane window. If
you enter  online mode using the icon of the 3-pane window, there's no bug.
So actually this bug should be "Going online from the editing window doesn't
sent unsent messages". Changing summary.

Is that by design, Seth and Jennifer? The compose window offline icon doesn't do
the whole offline sync. Is there a bug to make it behave like the other windows
that we can dup this on? This seems like a very familiar discussion but I can't
remember where we came down on it.

Compose window should behave the same as the 3 Pane.  If the user goes 
online/offline from this window it should obey the user's prefs (when i 
go online, when i go online).

Bug 79801 and bug 74351 seem related if not dups.
