919030 - Status panel shifts to the right when moving the mouse over the bottom of the bookmarks or history sidebar

Description

This behavior was added by Bug 631302.
However, Bug 821687 is landed now on Aurora26.0a2 and Nightly27.0a1.
So, I think Bug 631302 should be backed out.

Step To Reproduce:
1. Open Sidebar Bookmarks or history(Ctrl+B or Ctrl+h)
2. Expand the tree in the sidebar to overflow (so that scrollbar appears)
3. Mouse over item at the bottom of sidebar

Actual Results:
Status panel shift to the right.

Expected Results:
No need to shift.
