This behavior was added by Bug 631302.
However, Bug 821687 is landed now on Aurora26.0a2 and Nightly27.0a1.
So, I think Bug 631302 should be backed out.
Step To Reproduce:
1. Open Sidebar Bookmarks or history(Ctrl+B or Ctrl+h)
2. Expand the tree in the sidebar to overflow (so that scrollbar appears)
3. Mouse over item at the bottom of sidebar
Actual Results:
Status panel shift to the right.
Expected Results:
No need to shift.
