I've customized Firefox so the [bookmarks toolbar items] are on the same toolbar as the [bookmarks button].

While I can hover from one [bookmark folder] to another, I cannot hover from a [bookmark folder] the [bookmarks menu] or vice versa.

Nightly and UX both behave this way, but it "feels worse" with Australis because the bookmarks menu no longer looks like a raised button.
The hover code is managed by the bookmarks toolbar itself, that is not aware of the bookmarks button, since they are different and separate entities. I'm not sure there's an easy way to do that without very fancy code :(
