The hit target when tapping a button in the upper right hand corner of an app is being overriden by the notifications drop down screen.   This is noticable when you launch an app that has buttons in the top right corner (ie. Contacts -- Settings gear icon, Email - Compose a new email).   It's easily reproducible if you tap the upper part of the app button, and instead of initiating that button, it brings the notifcations into focus instead.

Requesting koi? because i think this is a regression on this device from 1.1.  but need someone to check.

REpro:
1) install Buri aurora 1.2 - 20130922004001 build
2) launch an app with a button in the corner (ie. contacts, email)
3) tap the upper half portion of the app button in the app, but dont touch the System Clock (eg. top half of the Contacts gear, top half of the Compose button) 
4) Verify the hit target of the system notifcation bar extends into the top half of the app icons

Expected:
- make the hit target less sensitive on the system notification, and not interfere with the App buttons

- tapping the upper portion of the App buttons will instead hit the system notification bar.
