Steps to reproduce:

1) Configure sync, only this browser on the account
2) Reset firefox as per https://support.mozilla.org/en-US/kb/reset-firefox-easily-fix-most-problems
3) Menu: Options\Options, choose Sync tab, then "Set up Firefox Sync"
4) Press "I Have an Account" button


Actual results:

The "Pair a Device" window opens


Expected results:

I should have gotten a window asking for my email and password for the sync account

At the "Pair a Device" window, click the "I don't have the device with me" link, which should bring you to the login page asking for your Mozilla Services/Sync account credentials.
(Not Loic, Mike.  Loic set some fields.  Mike filed the bug.)

Hi Justin,

If I press "I don't have the device with me", I get the attached screen (text is not selectable, which, IMHO, is also a bug), which wants a recovery key, which I cannot provide because, as I explained to the browser two dialogs prior, there is no other device.

FxA-based Sync should behave correctly after a refresh, as of bug 1395332. Old Sync (recovery key and pairing flow) no longer exists.
