91977 - local folder issues when migrating from international versions of 4.x

local folder issues when migrationg from international versions of 4.x 

if you used the chinese version of 4.x and then migrated to 6.x, you'll have
duplicate folders

the start of the problem is that in 4.x, "Sent", "Inbox", etc were localized on
disk.

in 6.x, they currently are not localized, so they are in US-ASCII for all versions.

this bug will be place holder for when we get cycles to sort all this out.

sorry for the spam.  making bugzilla reflect reality as I'm not working on these bugs.  filter on FOOBARCHEESE to remove these in bulk.

->WONTFIX since 4.x migation has been dropped on trunk. 

If one has an overwhelming need to see this fixed on branch, please attach a patch and reopen the bug.  Also, evaluate whether the issue is a bug or an enhancement request and adjust severity accordingly.
