Steps to reproduce:

* BRANCH=master ./config.sh otoro
* GECKO_PATH=~/src/mozilla-central
* ./build.sh
* ./flash.sh
* Click Next for English(US)
* Observe time zone says GMT (with no region)
* Select top Change button

Expected results:
A list of regions (including Pacific)

Actual results:
A blank page with Select at the top and an OK button at the bottom.
Similar to or dupe of Bug 916068.
Sounds the same to me.
