We need the test manifest filter language documented at:

We can either document it inline in that rst or we can import documentation from mozbase with http://sphinx-doc.org/domains.html#python-roles or http://sphinx-doc.org/tutorial.html#autodoc.

I added docs for this in the manifestdestiny docs.
I think this is in decent shape:

It links to the manifestparser docs. It could inline some of that, but this seems good enough for now.
