If a Top Sites tile has no custom favicon, we currently use a transparent background for the icon and label. This results in a title that is difficult or impossible to read if the thumbnail is dark.
This patch changes the default label/icon backgrounds to white for thumbnail tiles. (It has no visible effect on non-thumbnail tiles like Bookmarks or History.)
