Cannot make outgoing calls in PDX office

Details
Any outbound calls ring fast busy from any extension. Extension-to-Extension calls within the office work fine. Inbound calling to my extension (441) from my cell phone is successful. All attempts to reach https://ringring.mv.mozilla.com/ time out. So I am not able to reload the Portland PBX.

There was routing work last night that moved routing between the Portland office and the MTV office to the pops instead of directly over vpn. This work was successful, but created asymmetric routing since MTV choose to route to sjc2 (which then routed directly to Portland) and fw1.pdx1 choose to route to pao1 (which then routed directly to mtv.) This is fine for many applications, but voip in particular doesn't do well w/ asymmetric routing.
I put a static route in place on fw1.mtv1 to send traffic for pbx1.voip.pdx1/32 to pao1. Test calls completed successfully. This is a work around to get us going so we don't have to mess w/ routing too much in the middle of the day. We should still go back and fix the asymmetric routing for the rest of the subnet.

I'm now able to place outgoing calls on all office phones.
