Right now it's not possible to browse through all 37 functional areas since there is no way to paginate through the listing page. Let's add the same pagination functionality and UI elements that we use on the browse groups page.

Steps to reproduce:
1. Go to https://mozillians.org/functional-areas/

Expected results: Able to view a second page of functional areas

Actual results: Not able to view additional functional areas.
When implementing this, let's abstract the listing code that we use for groups and apply it to both groups and functional areas templates, so we don't need to maintain it in two places.

Verified resolved. All functional areas can be viewed from the listing page, and everything works as expected.
