Please provide steps required to set up telemetry-server reporting w/ heka.

Once the Heka deb package is installed you could go to the telemetry-server/heka directory and run 'heka -config heka.toml', but you will probably want to daemonize it and run it from a different location (there are no restrictions/requirements). If you relocate it there may be some minor changes needed in heka.toml.  Let me know,

Should be 'hekad -config heka.toml', right? I think for now it will be fine to run it from the telemetry-server/heka directory. If you'd prefer it to run from somewhere else, we can just update the '/etc/init/telemetry-heka.conf' section in the 'launch_telemetry_server.py' provisioning script
