Due to our recent cpu-constraint checks for Graphite, I noticed graphite[1,2,4,5] are all cpu-constrained. graphite1 is not behind a vip so that's not an easy fix. graphite2-5 could all have another carbon-cache stood up on them with some intrusive configuration work. This may be worthwhile to make phx1 not suck too bad while we're waiting for new hardware in bug 919043.
Stood up two caches with the SCL3 config on graphite2-5.private.phx1. Stood up two relays on graphite1.private.phx1, but can't use the second one yet as the VIP is waiting on an ACL, bug 928523.
The VIP is in place and in use by collectd now. CPU is no longer a constraint and the architecture looks much better.
