I'd need an equivalent of nsILocalFileWin::setShortcut.
I could have sworn there was some jsctypes code in the tree for this (previously used by some of the "apps" efforts) but I can't find it now.  Note that metro seems to build a stand-alone executable for this purpose - http://mxr.mozilla.org/mozilla-central/source/browser/metro/shell/linktool/linktool.cpp
