Details
This is very similar to the stats log that we've got for now. However to make life easier on importing lets make a separate log that. This will record:
* when a bug moves into the completed or cleared state
* but only once, so if it goes completed > cleared, it should not log
This can be a cron job that gets uploaded to S3 just like stats.log.
