scrolling text doesnt work

Details
In the URL http://finans.garanti.com.tr/ (a finance page) there is a vertical
scrolling text near on top of page, but it does not work correctly in Mozilla.
Also total page layout seems not to be correct.
reproducing:
1- Go to http://finans.garanti.com.tr/
2- look on top of the page, there is a text with black bacground and white text.
it is suppose to be two lines with two different speed scroolling text. one is
white, the other is black background.
the code i suspect is down.

marquee is an IE-only tag not supported in Mozilla.
