9214 - All Profile Manager dialogs don't display correctly.

If the registry file is deleted and apprunner is launched, the first dialog that
appears (create profile) is not displayed correctly.  You can no longer see the
entry fields or instructions.  Resizing seems to at least show the buttons to
move forward in the dialog, but you click through this blindly.  Also, the
command apprunner -ProfileManager takes you to another dialog that should allow
you to add, rename, delete profiles, but this too is displaying a mess.  There
is no way to load up another profile than the default mozProfile...which can
also block mail/news people from testing mail. (This occurs on ALL 3
PLATFORMS!!!)

Steps:
1. remove registry file from its location on each platform
2. launch apprunner
3. see the messed up create profile dialog
AND
1. on win32 and linux, run "apprunner -ProfileManager"
2. see the messed up profile manager dialog

With both of these cases, resizing the window also has weird effects.
