Prerequisites:
Mozilla/5.0 (Windows NT 6.1; WOW64; rv:27.0) Gecko/20100101 Firefox/27.0

Steps to reproduce:
1.Go to https://marketplace-dev.allizom.org/curation and log in with admin credentials
2.Press the "Add a new featured app collection" link from Featured Apps section
3.Fill all required fields and click the "Create" button

Expected results:
Collection is successfully created

Actual results:
"Failed to create a new collection" message is displayed and the collection is not created

Reproducible also on Stage
The error here is: "You can not have more than one Featured Apps/Operator Shelf collection for the same category/carrier/region combination"

In this event, should we message this to the user and redirect them to the collection they are attempting to create?
I think the better option here is to simply remove the ability to add a new FAC/OSC. If you can't do it, you shouldn't be able to get to that page to begin with.
* remove the ability when one already exist.

We don't want to remove the ability to create new FACs/OSCs in general ;D

This is going to change with the feed anyway since there's no concept of fallbacks. Chuck: should this just be closed?
