921936 - [Helix][V1.1.0hd] FxOS cannot run the latest changes after replacing the Gaia&Gecko of vendor build

* Description:
  This problem happened on latest vendor(20130924) build with latest Gaia&Gecko.
  If you flash the latest vendor build into helix device then flash the Gecko&Gaia, the change will not be applied after reboot the helix device and broken some functionalities.(Dock and Camera etc...)

* Reproduction steps:
  1. Flash vendor build into helix device.
     - "TW-FileServer"/Public/B2G/huawei-platform/PartnerFxOSImage/20130924/eng/UPDATE.APP
  2. Flash latest Gaia&Gecko into helix device and reboot the device.

* Expected result:
  The helix device run the latest change.

* Actual result:
  The helix device cannot run the latest change.

* Reproduction build:(Mozilla-b2g18_v1_1_0_hd-helix/2013-09-27-04-22-00)
