You should really be using the SDK instead. If you're not using the SDK, it's trivial to build what the packager outputs.
I imagine we'll be emphasizing the new jetpack builder "soon" and then I'm all for this

We should just remove it. We're doing outreach about the SDK in various fronts, including the Developer Hub.

From what I understand, this was fixed by https://github.com/mozilla/olympia/pull/435 together with bug 968298
