Note: the base tag in this example is not in the original URL, but just there so I could do testing from my filesystem. The problem is still there in the original URL without the base tag.
This is not a bug. http:/ with one slash is not a valid URL. See bug 32966, it's many duplicates and bug 22251 for more information.
