We'll need to work with IT to get production and staging instances of nucleus built on Mozilla infrastructure.

This bug includes integrating with Chief or Captain Shove or Colonel Jostle or whatever deployment tool we use when this lands.

We've decided to use the PaaS for staging and production. That means we can simply use our working PaaS deploys to spin up a new instance, migrate some data to it, and call it production.

A few points related to this:

* we'll use the PaaS management console to store persistent deploy-specific environment variables and settings
* we'll ask IT for help setting up a group who can deploy to the production instance: https://bugzilla.mozilla.org/show_bug.cgi?id=930238
* we'll ask for IT to help spin up webheads IN A HURRY if the PaaS is not production-ready on 12/1
* and in a true emergency, we'll deploy to some other PaaS
