Bug 898842 reduced the fling "friction" for Metro, but this also makes it too sensitive to very slow movements: On my laptop, it's basically impossible to stop a touch scroll without accidentally "flinging" the page at a very slow speed.
Increasing the fling_stop_threshold pref fixes this for me while still allowing me to fling easily when I mean to.
