This seems to be the same design from 1.1 till now. Please check attach screenshots. I suggest no matter dialing call or sending SMS under no SIM condition, the error message should be "No SIM card" one. Currently "No SIM card" message will pop up when sending SMS, but dialing can only get another "No network connection" one.

Yes I agree with Enpei that both making a call and SMS should display the same "No Sim Card" error. 

My understanding of the network error is that it should only appear when the user has inserted a Sim card but has no access to a network.
