Details

There are multiple modal dialogs on the browser app (settings, the bookmark menu, and maybe others).
Moving them out of the index.html page would let us apply a system wide transition for those and will make the omnipotent index.html page a little bit lighter.
Wontfix since we are moving to the system browser.
