As a beta tester, I want the banner about helping with the redesign to always be visible, so that I always have the information at my fingertips if I want to report a problem. Right now, the banner only appears 20% of the time.
Looks like the Waffle flag that controls visibility of the beta promotional banner also controls visibility of the banner that beta testers see when logged in. We should separate the two, so that the latter is always visible regardless of what percent of people are seeing the former.
