* Reproduce Steps
1. Turn on WiFi
2. Perform Check now in Settings/Device information
3. Pull the notification down and select to download System update only.
4. Let device enter suspend mode automatically.
5. Wake up the device to check the package downloading status.

* Actual results:
1. Package download process will be paused while device is in suspend mode

* Expected results:
1. Package download should not be paused while device is in suspend mode.
