Build: 07-25 branch build on all platforms. Also reproduce on N4.7.
I don't know whether this is a limitation of Netscape browser or not, I just
file here in case.
Steps to reproduce:
1. Launch browser and go: http://www.mainichi.co.jp
2. File | Save As, to save this page to local file.
3. File | Open File, to open the local file.
Result:
Will load a blank page. Note there is only one html file been saved.
It will works fine on IE - If I save it with IE, will create a directory to save
images and some other html files (frames?), and I'm able to open it on Netscape
browser too.

I thought this was a duplicate bug... it's similar to bug #36419
also similar to bug #40873 / #18764

This bug is a dup of bug 11632
There are several options discussed there.
1. save as IE does.
2. Save using Mhtml where everything is together in one file.
3. change all links to absolute URLs so we don't try to load off our disk.
That bug hopes to deal with Frames, Images, applets, and others.
If you disagree, reopen.
