92317 - New bookmarks subfolder created in "root" folder

Using 2001072408 on linux trying this:

- There is a bookmark folder in the Personal Toolbar Folder
- Right clicking on the folder to open popup
- Selecting "New Folder"
- Dialog opens to enter the name
- Entering a folder name
- Folder is created in Personal Toolbar Folder though it should be created as a
subfolder in the selected folder.

I can confirm this with win2k build 20010724..

It's the same with with "manage bookmarks" but if i "right click" on a folder
and select "New folder" the new folder should be created in the folder and not
in the root level.
If you "right click" and select "File Bookmark(s)" Mozilla open a "Select folder
dialog" but I think a new bookmark should filed in the selected folder.

I can't find a dupe of this one -> marking NEW
