Yosef, we need to come up with UI to support this feature.

The current design places the 'custom' collection option inside the suggested collections list.
The suggestions list is not available when the device is offline.

Following our discussion (Amir and I), we've decided that:
# If the user is offline in the first interaction with this feature, instead of the list there should be a message: "Connect to the internet to see suggested collections".
# If the user is online, the list is taken from the server and cached locally, to serve as a replacement whenever the user is offline in the future. The cache should be updated in every new online interaction with this feature, to make sure the list is as updated as possible.

Discussing this solution further, we've decided to tweak the logic a bit:
# If the user is offline in the first interaction, skip the pre-bundled suggestions list and skip straight to the custom collection dialog.
# Cache the list on every online interaction for future offline instances.
