Description:
Test case http://mzl.la/1a0rzfM step 3 asks that English be at the top with all other langs below it. When going into Keyboard settings and "Selected Keyboards" > "Add more keyboards" there is Greek at the top instead of English.

Repro Steps:
1) Updated Buri 1.2 Aurora mozRIL to Build ID: 20131002004001
2) Open Settings app > Keyboards > Selected keyboards > Add more keyboards

Actual:
Greek is the top language.

Expected:
English is the top language.
