sea-vm-win32-2 is not connecting

Details
sea-vm-win32-2 was not connected to the master, so I rdp'd in and rebooted it.
I can ssh into it; but, cannot RDP via ssh tunnel. It's still not
connected to the master.

I looked at the VM console and there is a Windows error message that says "js.exe - DLL Initialization Failed - The application failed to initialize because the system is shutting down."
As far as I can tell, this is not a VM issue but a Windows issue, which (unfortunately) I cannot help with. I've triggered a full reboot, if that doesn't fix the problem you may have to pursue other options. Let me know how it goes.
