STR:
1. Open Nightly in Metro mode
2. Go to http://nightly.mozilla.org/
3. Click CTRL + Q

Expected results: a quit action should happen

Actual results: nothing happens

This is not a standard way to exit applications in Metro and so we shouldn't support it.  Inventing custom ways to exit the application is discouraged in Metro.

Note that alt+f4 does implicitly work (without any code needed) for us, for other metro apps, and for desktop apps though.
