Details

With most actions on bugzilla, if I initiate them, it doesn't generate email, which I like a lot.  However, if I have needinfo'd somebody, then I cancel that needinfo, I still get the needinfo cancelled email, which doesn't seem very useful to me.
as needinfo is a normal bugzilla flag, it's the upstream flag notifications which need to be fixed.
