Description:
Apps that have been added to the top of a collection from within a collection will disappear after restarting the device. Apps added to the collection from the Homescreen will not disappear.

Repro Steps:
1) Update Buri to Build ID: 20131004040203
2) Enter a collection
3) Long tap and "Add to top of collection" a few apps
4) Restart the phone
5) Enter the collection used earlier

Actual:
Apps added to the top of the collection disappeared.

Expected:
Apps added to the top of the collection are retained.
