The initial design in my head works like this:

Each "launcher" is its own executable. The launcher is given a url endpoint where to launch. The endpoint contains something like this: "http://localhost:7777/sandbox.html?ws=ws://...". We can determine when we are ready to send tests to the browser simply by waiting for the websocket to connect.
