92386 - "Remove All Sites" button is active even when there are no sites

I you dont have any sites in the Cookies Site tab in the Cookie Manager 
the "Remove All Sites" button is still active. This makes no sense to a user.

Same problem in Image Manager...

Should I file an additional bug for the Image Manager or is the Image Manager 
and Cookie Manager the same thing/component?

Don't bother filing a separate bug in this case.  It's the same xul file so it's 
obviously the same problem.

Note that although this bug (for cookies) sounds similar to bug 92540 (for 
forms), the cause is completely different.
