As discussed on dev-gaia, pragma no-cache tags aren't being used - and they cause a bit of mental confusion when you see them in the app. We should remove these tags across gaia.

Rationale for removal:

- These meta tags aren't really doing anything for us today being packaged applications.
- They cause a bit of confusion when you see them in HTML files as there is no reason for them being there.
- It's trivial to add these again should they provide some benefit in the future.

Vivien - hoping you would be the appropriate reviewer for this one as it's a horizontal change across gaia applications.

Since I have added those at the beginning of the projects and then they have spread all over the place I guess it makes sense that I serve as a reviewer :)
