One piece of feedback we got at the Summit was "hey, why can I save a PDF on Android, but not on my desktop?"

Of course, you can, but it's hidden in Print.

On the Mac it's easy enough to start a PDF operation immediately:

Mainly in the menu placement. It should be more explicit. Users do not want to dig into Save As dialogs or Print dialogs for the feature.
Just to note: I got the same feedback from the Santa Clara summit location from several people.
...and I saw it highly upvoted in the last few reddit feature-request discussions as well. I think there's real demand for this.

To correct comment 0: "of course you can" is not true on Windows, where all of our users are! You'd need to install a third-party print-to-PDF driver, and many of those bundle adware/malware.
I don't think bug 162659 is settled on how exactly the UI should look like. In fact, it was filed as Core bug on the assumption that the bulk of the work wouldn't be about the UI. Is this not true anymore? Is how Fennec does this directly usable on desktop as well?
Fennec just uses the Cairo PDF backend. There are numerous extensions that also provide this (I think? at least there were a few years ago...).

I always just wanted this as an output option in the Save As dialog (maybe even as the default?)

Sure, but do check the Bugzilla "Platform" field I set :)

Targeting Windows is a great end goal, but let's not make perfect the enemy of good.

If we can add an affordance to front five lines of code and get a better experience for our Mac users, we totally should. And if we can use Cairo (or XPS Document Writer) on Windows, that's great too.
