There is some jank while rearranging items on the toolbar. We do force a sync reflow once when the dragging starts to calculate how wide the gap should be, but after that we shouldn't be hitting this speed bump.

I'm not sure if this Windows only, marking it as such for now.
I thought it might due to items having flex, but removing all instances of flex from the toolbar doesn't make a noticeable difference.
Jesse and I have both seen this on OS X --> All/All.
OS: Windows XP → All
Is this still an issue? Madhava and I remember this being janky in the past, but seems smooth now.
