I can't "remove all" image from the image manager. 

This is the same phenomenon as described as in bug 88387. I was told to open a
new bug if I could reproduce it again, and now I can reproduce something similar.

Reproducible: Always
Steps to Reproduce:
1.Tasks menu
2.Privacy and Security
3.Image Manager
4.View sites that can/cannot display images
5.Click on "Remove all"
6.Click OK
7.Proceed steps 1 to 4 again

Actual Results:  The image list is intact.

Expected Results:  The image list should be empty.

Ok, here we go again. I could provide the datafile featuring the site list that
provoke this phenomenon *if I knew which file it is*!

I presume it is the cookperm.txt file, and that a 1* entries are images and 0*
are cookies.

So I will attach this file as a test case. It is probably the same problem as
described in 88387. I'm making a wild guess here, but it's exactly the same
behavior.
