Description:
The user can receive PNG images through MMS but cannot send them. The error message "Service currently unavailable" will be prompted to the user when they try to send a .PNG even though they currently have service. 

Repro Steps:
1)  Updated Buri to Build ID: 20131008004009
2)  Save a .PNG image to the gallery.
3)  Tap on the "Messaging" icon.
4)  Tap on the "Compose New Message" icon.
5)  Tap on the "Paperclip" and attach the .PNG image.
6)  In the "To:" field, add a contact.
7)  Tap on the "Send" button to send the MMS.

Actual:
The user will receive the error "Service currently unavailable" when trying to send a .PNG image through MMS.

Expected:
The user can send the .PNG through MMS without issue.

Issue was NOT reproducible on today's master build. I successfully sent 2 png images via Messages app. The receiving phone received jpg images.
